Confo. critique + what is he?

Probably a cross but not Thoroughbred and draft, unless it is one of the draft ponies, I am looking at a horse who probably is not yet 14 hands in this picture, of course it may be the pictures that make him look so short. He has a very large head for that short pencil neck. Can not see his hips or chest very well so will not comment on them, see if you can get better pictures.
