Who can i call about my neighbors insane ammount of cars and people renting the house?

I live in a residental area with no apertments around but the neighbors rent their house out like it is. They have 8 cars for 7 people living in that one very small home. They have no backyard because they built rooms to rent out. They moved a camper in their driveway which they rented out also, and what's left of their driveway is for junk cars that the owner has been working on for years. The only place they can park is on the street. My home has 4 people who can drive and 3 cars, but only one space in the driveway. When we need to park on the street, we park half way down the block. My question is, is there anything I can do to put a stop to this? Like can I call police and tell them their house is rented out to too many people or that they have too many cars?
